Frequency capping With %

Hi Daniel,

I think we need one more feature on Frequency capping.
Possibility of set % how much ips want to reppeat before the hours you set.
For Example: 10 Ips per 1h with a 80% - 90%, cant repit
Before 1h only 10-20% Ips can repeat visit on this case 1-2 Ips
